Stanley's Troubleshooter - Small Appliance Type I 
 
If
The compressor does not run
and the appliance has sufficient main power
and you have waited 5 minutes for the appliance to start
and the cold control is set to its highest ⁄ coldest setting
and the capacitor (if the appliance has one) has been checked and is good
Then  the relay, the overload, or the compressor may be bad.  
Try the following:  
  1. Try replacing the appliance's overload and relay with a Supco 3-N-1 start kit and retest.  If the appliance does not work, reinstall the overload and relay.
  2. Test the compressor. Perform a windings resistance test and a windings short test. If the appliance fails either test, the compressor is bad.
